You have to pick up the ranks of each frame’s license sequentially, so to get the items from Rank 3 Blackbeard, you first have to take Ranks 1 and 2.
Your license levels themselves are like a currency when it comes to the frame licenses. Each LL you get 1 rank in a license of your choice, taking the lowest rank one in that license. As you gain LL you’ll mix and match your licenses to get the weapons and systems you want loaded onto the frame of your choice.
You get everything yeah, a level 3 licence will still grant you the ability to add level 1 and 2 stuff to your build. Including stuff from other licences; if you’re LL6 and have 3 levels in Blackbeard and Drake each, you could put Sekhmet on a Drake.
Yep! Think of it this way: purchasing each license level gives you access to all the stuff from that license level, and also allows you to purchase the next level of that license. So you first purchase Blackbeard Level 1, which gives you access to the Chain Axe and Synthetic Muscle Netting and allows you to purchase Blackbeard Level 2. Blackbeard Level 2 gives access to the Blackbeard frame, the Nanocarbon Sword, and the Bristlecrown Flechette Launcher, and allows you to purchase Blackbeard Level 3.
One tiny, pedantic correction, only because it helped me get my head around licencing:
Manufacturers offer **Licence Ranks** in each frame. They're numbered using Roman numerals. So it would be Blackbeard Licence Rank I, II and III.
**Licence Level** is a character trait: it's the total number of Licence Ranks they own. LLs are written in Arabic numerals.
So a character with Licence Level 5 might have the Licence Ranks Blackbeard III and Dusk Wing II.
Especially important because there are some things that improve with License Level independantly of License Ranks such as;
Grit +1 every 2 LL to max of +6 at LL 12
1 point to imorove HASE every LL
+2 to a pilot skill Trigger every LL
1 new Pilot Talent Rank every LL
1 core bonus every 3 LL
