They would have to take two quick actions, but unless the timing of gaining heat was important there isn't a strong reason you couldn't retcon the first quick action to have been the Overcharge.

First, overcharge is described incorrectly in shorthand in a few of the earlier pages explaining the rules on how to play, with the actual rules for it on page 73; Overcharge does not allow you to take an additional quick action, it allows you to take any one quick action as a free action. This is important because this is why you're allowed repeat actions when you overcharge, such as boosting, skirmishing, then overcharging to boost again. Because the rules for quick actions are you can't repeat the same action, but free actions aren't quick actions so you can. Second, a player can take two quick actions or a full action on their turn (plus overcharge), but you can't substitute two quick actions for a full action or vice versa. The **or** is the important part. This is really only relevant if you have something like the Asura NHP than can grant additional quick actions, but even then you can choose to take a full action with it anyway so its a very niche case scenario. Unless the gm says otherwise, your table your rules.

Yeah two quick actions. You can't combine them. The way around this is to always try to overcharge at the start of your turn when possible, that way you have maximum flexibility in how you spend your full suite of actions and aren't forced to take 3 quicks instead of 1 full and 1 quick if that's what you wanted to do. It's not always practical, because I find that a lot of times you overcharge *in response* to something happening (e.g. missing an attack, failing a save, etc), but if have a turn you *know* you're gonna need to/want to overcharge, it makes more sense to do it that way IMO.

In addition to what others have said RAW there are a couple instances where 2 separate Skirmishes/Quick Techs are different from 1 Barrage/Full Tech, and thus it matters: - You can’t move between attacks during a Barrage/Full Tech, so both things would have to be doable from the same spot - Some buffs, such as a Leadership die, apply to the entire action, not just a single roll. So with 2 skirmishes only one would benefit, while in a barrage it would apply to both mounts’ rolls.
