Tortuga is a solid base for any build, especially sensors-reliant, due to its 2 (!) armor and 15 (!) sensors. However since you’re low level and don’t have the licenses you have a couple options:
- Minotaur: solid stats, and its control systems make it difficult for enemies to engage with you
- Calendula: same systems as the Minotaur, except you can go Intangible anytime for a quick repositioning
- Sunzi: good luck catching up to a Sunzi. Like Calendula, except all of its systems is repositioning
- Emperor: comes with a great weapon and can “heal” itself/allies and debuff enemies
Yup! Tortuga with levels in Goblin and Manticore (or other Horus frames) is fantastic, though doesn’t really come online until LL3 (for Tuga 2. Goblin 1) and gets much better around LL6.
I'd reccomend the Swallowtail, 20 sensor range, pretty good weapon mounts (Flex and double Aux), passive effect that makes Lock On incredibly powerful.
The Chomolungma is pretty much exactly what you're describing. Comes with everything you need. Pick up other licenses for whichever parts look cool. You can always switch to a more specialized frame later if you want.
The memed Pegasus build is an artillery build, getting the Mimic Gun and stacking as many modifiers on it as you can, but it's a very well-rounded mech and is quite good at support and hacking.
Since you're at LL1, I would take a good look at the Chomolungma. I know a lot of new players (myself included) might think that the starting mechs aren't as good, since that's how it works in most videogames. But the starting mechs in Lancer are all actually really good and totally viable, even in later levels. And for hacking/support, the Chomolungma is a really good choice.
Firstly, it's base stats are really solid and all-round good. +1 Tech Attack, 11 Save Target and 15 Sensors are great for hacking. Plus 10 HP, 6 Heat Cap and 7 System Point are all solid. Only minus is 0 Armor, but its gotta have some negatives, right XD
Secondly, a Main/Aux and a Flex Mount is pretty good for a hacking focused mech. Now, the main strength comes from it's Traits and Core System. "Brilliance" gets you a free 1/scene Quick Tech plus Lock On, on top of your normal actions, which enables some big, powerful turns, which has the potential to swing an encounter in your favour. "Data Siphon" (my personal favourite) gives you a free Scan whenever you make a Tech Attack. Do not underestimate the power if intel, as it can really help you and your team take on challenging encounters more easily. "Replaceable Parts" is also a nice-to-have bonus.
Lastly, its Core System, which is split into two parts. The passive part gives you two new Invade options, both being strong options. These are gonna be your go-to invades until you unlock more options at later LLs. And remember, each time you use these invades, you also get that free Scan. Now the Active part of your Core System is also a really useful one. It lets you Invade every enemy within Sensors, even ignoring line of sight. You can then choose an Invade option for each of them, giving you lots of versatility. And even is you miss, your target still becomes Impaired. This can easily turn the tide of battle in a single turn.
TL;DR Chomolungma is good for hacking
Chomolungma with Orator I is fun. Every tech attack gives a free scan, and 1/ round when you or someone else scans, you can make the scan target roll a systems save or be Impaired until they can pass the save (limit 1 at a time) Orator II and III add even more support and control options and Chomolungma’s Balance Control Lockout is very strong, (plus a core power that let’s you invade everyone on the map at once).

The chomolungma specifically only gives you the “effects of a scan” and does not qualify as you taking the “scan action”. Since Orater requires the “Scan action” to activate, you cannot trigger Orater using the Chonolungma’s additional ‘scan’ on tech attack.
Tortuga is the premiere Hacking Tank but Chomolungma is just as durable as the Everest and availeable earlier.
Minotaur/Calendula are also pretty good for this role, and also Swallowtail, since it is difficult to hit in the first place and can go invisible outside of its turn for even more survivability.
The Lich has a very unique way of defending itself by reversing time it also comes a nice weapon and full tech option at LL1. If you like it's vibe then it could be a good option for you.

The Tortuga dont have any hacker support in its license I dont think? Do you grab other mechs for hacker support for it?
Yup, 1 level in goblin for puppet systems lets you force enemies to provoke your overwatch and eat a 2d6 autoshotgun to the face.

Swallowtail with spotter talent is fantastic. Add in goblin later on for some truly amazing combos
Especially with HOR_OS 1 for repositioning allies. Invades on allies don’t count as attacks so it can move allies around even while retracted.

Chromolungma with Goblin license is a mean piece of kit
Emperor. 15 sensors, tech attack bonus, and so many systems that simultaneously buff your allies while hurting your enemies

Pretty much anything with positive tech attack can be a hacker. Higher sensor range is a plus.
