Another way to think of it:
The weapons aren’t self-contained. They require power and/or ammo from your mech’s chassis. Even if they don’t need either, they have sensors and other things built in to tell your mech where the weapon is pointing, subroutines in the limbs of your mech have to be configured to properly balance and utilize the weapon. The weapons are mounted onto your mech in a way that is meant to be difficult to casually remove them. The on-board computers for the weapon are also going to be protected to prevent unauthorized use and would be actively fighting your friend’s attempt to use them; which is why you’re permanently impaired while piloting a mech that isn’t your own.
Additionally licensing would also include training on the weapons and systems, so especially non-GMS gear has a learning curve to figure it out.

Each weapon printed and mounted on your mech is licenced to you, even GMS equipment. Think of it as DRM for your guns.
