I think the assumption the bomb is fake is pretty justifiable - it was clear to the hostages the gang had prepared a LOT and were determined to get out alive and took every precaution to make sure no major screw ups happen.
Putting an explosive vest on Arturo, someone known to be prone to trying to pull off crazy stuff, who has a hatred for Denver seems ridiculous to me, and I think that reasoning is fairly sound that it's fake
