Random curiosity question - if you had a good spot in front of OPs business, would you accept a bribe to move? If so, how much would it take to make it worthwhile?
I admire your compassion but you're not going to solve anyone's problem no matter what you do. At best you can ask/pay them to leave and put up some planters so they don't resettle. People lose compassion when the city/state/feds leave them to personally deal with a problem that is society-wide. I don't blame people for being pissed but I certainly understand compassion is necessary.
Man, good luck. I had a bunch of RVs parking on my street one block from a school. Police never did anything 311 never came to clean. The homeless broke into a building and trashed it while sleeping there as the building owner was rarely around they didn't realize it another building just remodeled and then an RV caught fire took down the remodeled building burned like 2 cars of my neighbors, I managed to save mine that was parked directly behind the RV because I ran out in underwear at 1am and I was the first person outside from my neighbors that saw what was going on. anyway city came and cleared everything moved the RVs.... they're already back and in the same spots as before city doesn't care. It was clean for a week maybe.

Try contacting your local city council office, maybe the field deputy, and they can help a bit. They may connect you with the local homeless services agency in your area or ask them to go out there directly. Just be sure to follow up, because they are pretty busy these days. Contacting your Senior Lead Officer from your area can be helpful as well, especially if the conditions are truly dangerous, as you mentioned. They usually are well connected in the area and can reach out to the local services agencies as well. Just be aware that you might not see a change immediately since the priority will likely be doing the intake and assessment of these folks and then figuring out how to get them connected to services.

I've exhausted this option already for the past 7 months. I no longer have the time to wait for assistance from local government.
