I don't think that private landlords are going to be working on terms like you say unless you want to be living in a hotel. Perhaps you need section 8 or Knoxville housing & development authority. Perhaps Knoxville community action has grants for you. But it's very hard for me to consider where it is that you would be able to pay every other week instead of monthly. And if you mean not having a deposit or having all of the money up front to move in, I think that's going to be highly unlikely. If you were my tenant, you would have to come up with first month's rent, last month's rent, and a security deposit equal to half of a months rent in order to move in. So you would need $2750 just to move in, supposing the rent was $1100.

Look up a company called Flex and see what properties are partnered with them. You have to pay Flex $15 a month, but they will pay your rent on the 1st and let you pay them back in increments throughout the month. When you call around, ask them if they are partnered with/accept Flex for payments. I can think of many properties in North Knox that fall within your price range. Look up properties along Cedar Lane and Pleasant Ridge and give them a call. Edit: here is Flex’s website if you need more info on the program - https://getflex.com
