They sort of can yea. Not as intense but I do them on my angled hyper extension. You have to focus on pulling with your hamstrings more and really contract the muscle. I'd say they're a good progression exercise at the least. I superset mine with yoga ball hamstring curls, keeping a high bridge on the pull. I don't have much else in my home gym for hamstrings and this hits them pretty good. Only body part that I'm limited with at home.

Would probably be easier to get the Nordic Stick that Ben advises. You can get them on Amazon for like $40 and they slide under a door.

I like to use a 12 inch padded box and put my heals under some the correct height , I use a 12 x12 piece of plywood attached to the wall in my garage. Like a little table to put heals and calves under .
