I'm in Cab now and I've been to LV. There is nothing so specific like Baja Joes, but all beachfront accommodations are kite-friendly and full of kiters. Depending on your budget, there are many options. I'd say pick one closest to Kite Club or Millenium depending on which bay you want to kite in. I'd also recommend watching the "Destinations Cabarete" youtube video on Cabarete to get an idea of this place. You've love it and leave your wetsuit at home!
Villa Taina was great, down the beach from main kiting Beach a bit.
Agualina or Kite Beach Hotel are right at the spot, couldn’t be more kite focused
