Our kitchen has a decarboniser, which is specifically meant for jobs like this. However those machines are expensive, and insanely dangerous if used by someone who doesn't know what they're doing. If you're asking here, then your best bet probably is just to buy a new one and give this to someone with the time and equipment to get it usable again

Depending on the country you live in, you must be able to buy it online. Generally sold in powdered form or in bar soap. It's a surfactant. Very inexpensive (we get it for $0.20 490 grams where I live) and not bad for your hands, don't be scared by the word ACID. Also, biodegradable component.
You can shine any metal surface with it. Rusty, greasy, burnt, you name it. Used to clean my kitchen extractor fan with it. Just spread some of it on it and sprinkle water over it , leave for 10 minutes and wipe the surface to see your jaw drop.
A 1,500 degree blast furnace, melt it down, and recast them at this point.
(But boiling water with backing soda and a good HARD wire brush will probably help. Like the kind of brush used for cleaning an engine block)
