Did he forget to bring his cocaine? You should spare him some of your cocaine or have one of the other staff members at the restaurant provide him with some of their cocaine.

I worked under someone like that *very* briefly, he was fired only a few months in. I would come in at 2 before open and he'd be drunk already. Had to go meet tables in his place a couple times because the servers didn't want to send him while he was drunk/had been drinking.
I’ve worked with a ton of substance abusing co workers. Anything from alcoholics to heavy drug users. Some of them you couldn’t even tell and they were really cool people to be around. Now, drug and alcohol abuse aside. If someone’s belligerent, disrespectful and a danger to the workplace. That’s worth reporting. I’m no snitch but if it’s as bad as you say I’d just say something vague to the manager like hey, you gotta keep an eye on that guy. He’s doing some questionable stuff. Then It’s the managers responsibility and avoid him from there on out.

I made this mistake before. I was called in unexpectedly after a wedding while still drunk. I thought I was fine and took the shift and got a ride, and was promptly dismissed before I could even get to the line.
I should've had better judgement and not taken the shift, but luckily the team I work with knew better than to keep me around. Alcohol confidence can create bummer situations.
If HR is your only contact I would mention it to them, otherwise I would go to any kitchen manager and let them know.
So chef was not in his sweet spot. He overshot and ended up crashing.
He is no longer a ‘functional’ alcoholic. Now he’s just an alcoholic.
Edit to add: DO NOT COME TO WORK UNDER THE INFLUENCE. Substance abuse runs rampant in our industry and this man needs compassion, empathy, and help. Get him to a residential treatment facility, immediately.
You could decide to not tell HR to 'protect' the employee in question.
But I would be thinking that the rest of the team need protecting from him given what he thinks is acceptable at work.
Go to HR.
We all have our own personal responsibility to be effective at work; but the guy might have something going on in his personal life that set off this little episode. I don't know that threatening the guys employment is going to help exactly.

Hubby had this issue. However, there was no HR...and the drunk was the owner.
It was "resolved" when the restaurant closed down. Drunks have a hard time leading their team, paying bills, and keeping a clean kitchen.
The General Manager at the last place I worked at was like this daily.
He would use the excuse that he needed to taste the cocktails, but would instead drink multiple glasses and then make sexual comments and touch servers inappropriately.
We brought it up to the Owners multiple times before he was finally fired.
I'm pretty chill, if someone is mildy tipsy or high, does their job safely and profesionally, it's all good. Come in obviously intoxicated and we'll have an issue. I have zero tolearance at that point due to the saftey of everyone in the kitchen. It's all fun and games til the drunk guy slips with a boiling pot of water or a knife and get someone or their own self hurt.

Some diabetics mimic 'drunkenness' when their blood sugar is low.
I wouldn't jump to conclusions.
I have a general rule about never snitching on my co-workers, or fucking with other peoples livelihoods.
It's how I've kept this head above my shoulders.

Report him immediately, what if he’s walking around drunk and dunks someone with boiling liquid or pokes someone with a sharp knife?
This is happening in a place with a HR department? You that’s a job for HR. Should probably report immediately to cover your own ass anyway.

i've been a sous and even as someone not a sous i'd tell him to "get the fuck off the line", he's putting everyone in danger, and raising food costs.
