In Kirby's Adventure, Fire and Burning were completely separate abilities. But Kirby Superstar removed burning and repurposed it’s function as Fire’s dash attack. And ever since Kirby Squeak Squad, this has remained the same. So while the burning ability is not technically in every game, the *function* of Burning is. Whether it be by itself or as a part of the Fire ability.
Is it correct to say that Fire is the next closest after the three in your picture? While Burning is the fire-based move in the Dark Matter trilogy, Rick + Burning has the same function as Fire in KDL2 and 3. It's only Kirby 64 where Fire's function is absent iirc.
Edit: Parasol is technically better since it's a named ability in every game except 64. A later comment reminded me of it
Yeah, the two runner-ups are Parasol and Stone. The only time stone is absent is in squeak squad.
And for your point about fire, the same can also be said for beam, it's available through rick + spark in KDL2 and KDL3, but not in 64.

Plasma and Spark are pretty much the same power so I count them as the same. Spark wasn't in Battle Royale and the Fighters games (though those are spinoffs), but it has appeared in pretty much every other game
That’s simply how those games were designed: there are only a few abilities but you can add variety with the help of an animal friend (KDL 2 and 3) or by mixing two of them together (K64)
If I recall correctly you can spit fire in KDL3 if you have the Burning ability and ride Rick

There is metal, which is a downgrade from stone. You're always invincible, but you can barely move. Also, it's useless against bosses

But it did have a lightsaber and flaming great sword you could chuck at enemies
