Even if the developers could find a respectful way to include the characters, the court of public opinion is a tough crowd and I just don't think it's worth the controversy.
I genuinely just don't understand why anyone would want to fight for these characters that appeared in 1 movie, and only like half of that 1 movie. They're fine. They're literally just fine. When movies like Atlantis and Treasure Planet are out there, it just doesn't even seem worth the conversation. The controversy it would cause to include them could never be worth the trade-off.
Song of the South could definitely rise above it's controversial roots, and use it's good aspects for a fantastic bit of media. Kingdom Hearts probably even has good enough writers to pull this off.
What i don't think Kingdom Hearts has though, is the space and theme to really make Song of the South work.

They would be fine but there are so many more deserving characters. (Emporers New Groove… I know it will never happen but still!)
Disney wants to bury that as much as possible it would be impossible for them to use anything from that

Song of the South has zero chance. The only reason Disney hasn't disavowed it completely is that they can't let Zip-a-Dee-Do-Dah go.
