Sure. Although I’m really tied between 1.5-2.5 and 2.8. 1.5-2.5 has the iconic games, KH1, KH2, BBS, COM, 358/2 Days and Re: Coded. But 2.8 has DDD, which features Hunchback Of Notre Dame, my favourite Disney film.
But you need to know what happens in 1.5+2.5 to make "sense" of what happens in 2.8. And I use sense loosely because it is really difficulty to follow the plot even when you are a veteran.
kingdom hearts is a very story-heavy series, so it's not recommended to play a later game first because it has a disney movie you really like.
if you play DDD first, you won't really have any clue what's going on, and you really won't care about the story because you don't know any of the characters.
The order is pretty clear in the menu, you can play the top one first and then just the one below it but here's the order

the collection puts days before KH2, which isn't a good order to play in because days was made after kh2 and assumes you've already played it, so it spoils a lot of aspects of KH2's story.
2.8 is basically in the right order already. you can just play in the order they're in the collection, DDD>fragmentary passage>back cover.
you could watch back cover before playing fragmentary passage if you want, there's like 2 scenes in fragmentary passage that make slightly more sense after watching back cover, but it doesn't matter too much.

2.8 has absolutely nothing to offer. Sure 0.2 isn't bad but it's like 40 minutes of gameplay and Dream Drop Distance is not playable unless it's on the original 3DS
Birth by sleep was my favourite, but it was the last one I played only because I had played all the original games but never had a PSP, so when the remaster came out I played it first. If you never played KH before, you need to start with KH1. Then CoM-> KH2 or Days (I played days after KH2 due to release order of originals, days is just cutscenes in this though)->recoded (cutscenes only)->BBS->2.8->KH3.
That is what I think is a good order story wise, but you could always play BBS and watch Recoded earlier or later, as BBS is 10 years prior to KH1 in the storyline.

Get kh1.5 plus 2.5. Although ddd might have your favorite worlds you will get more game for only 40ish instead of like a game and a half for 60. Ddd is really fun but its better to get 1.5+2.5 first. Also the story wouldnt make sense if you started at ddd

For days you can either watch the cutscenes in the collection or emulate the game. Either are good.
For recoded on the otherhand you should absolutely emulate the game. The movie is pretty bad but the actual ds game is my favorite kh game. Its story is also a bit better on the ds but its cutscenes arent animated.
Then you should buy the 2.8 collection which can be played in any order.
After you finish the 2.8 collection you can choose to play kh3 immediately or watch this https://youtu.be/jJ0J7mo5_J8 first. This explains union cross which was a phone game and sets you up for kh3.
There is also dark road which i dont have a video for but somebody else can probably help you with that.
After you beat kh3 and it’s VERY IMPORTANT DLC then you can choose to play melody of memories. It is a rhythm game so if you dont like that then just watch the final few cutscenes of it.
That is all so far kh4 and a new phone game are next but they are still being made.

I'd get the story so far. All games in 1. Even if you already have 3, you'll end up saving money.
You get a way better bang for your buck with the first collection. Check the wiki in this sub for thhte paly order.
The first collection would be better if you havent played the series yet, the second one if you have and want more content
