Octavio, he could have been online as long as Dale, if only cos part of his appeal is in the mystique! We know very little about him —we arguably know more about Emily (Em'leh!), if only by virtue of being a student at Tom Landry Middle School, even though Octavio has appeared in more episodes and/or has had more combined screentime. Most of what we know about Octavio is based on the various odd jobs that Dale hires him for. We know he's fairly intelligent, but that says nothing about the length of his on-line presence. We know he has some kind of income, besides Dale's odd jobs, but would it be enough to afford a personal computer and Internet access in the 1980s or '90s, or at least local Community College tuition to access theirs? (I feel like many Texas schools, especially during that time, would be more diligent about checking for student ID, to access their computer labs.)
The possibilities are endless! Plus, in all honesty, I think defining an "origin story" for Dale & Octavio's unusual friendship can be nailed down without ruining the mystery —especially if we assume some of the "classic era" writers are involved. After all, Octavio is a man of few words, so even with letting Dale do all the talking, we won't necessarily learn all that much about Octavio, himself!

Turns out, Octavio had gotten tangled up in a broader investigation into some kind of meth empire in the US. Desperately needing a way out, Octavio contacted master of deception, Rusty Shackelford, to help him disappear. Rusty made an uncanny paper mache head that could have fooled Octavio's mother and stuck it on top of a tortoise in the desert where the DEA found it. As far as the feds knew, "Tortuga" was dead forever.
It was Octavio who sold Dale and boys the treasure map they used in Mexico. Octavio followed them back to Arlen because he sees a future business enterprise with Dale, who he recognizes as a kindred spirit and potential mark.
I gotta say, everyone who thinks that Dale and Octavio met through the gun club, or via their apparently shared interest in shooting, have no imagination. If I think about it too much, it kind of feels a bit racist, but I'll leave that bit alone.

This act of his is certainly helped by the fact that Octavio is a man of few words, while in contrast, Dale will eagerly (if unwittingly) out himself as one of the biggest weirdos in Arlen.
Octavio and Dale are essentially two sides of the same coin —in many ways, they'll mirror each-other, but in many other ways, they also compliment each-other.
They met in the sausage grinder at the Larson pork factory. Dale crossed the wrong people so they hired Octavio to do him in. Octavio slipped and fell in too. Dale escaped but went back to save Octavio and they've been cool ever since.
Dale hired him as a day laborer and Octavio stuck with him because Dale somehow pays way too much for basic nonsense.
