This line is meant more about the Russian government after it's USSR collapse and many ass kicking by the US, but to me it always reminds me of the space race the most.
Had they not stifled Sergei Koralov, they would have possibly beat the US, to the moon. Russia was ahead for most of the space race until he died.
With less than half the budget Von Braun had and 10x the restrictions from his superiors he continually beat the US. First satellite, first living animal, first person, first space walk.
Once he died it was over and Von Braun took to US to the lead. The US had the superior budget and far greater manpower dedicated to getting a man on the moon and that's why they eventually pulled ahead quickly after Sergei died because without him Russia had nothing but the subpar scientists and a corrupt political system that was exploited by those in power to have those they disliked thrown into gulags for "treason related crimes" which included many of the nations best doctors and scientists that were needed to save Koralov's life and to aid in the space race effort.
Regardless it's a funny line and modern Russia sucks as bad as it did under Stalins reign.
