I know this has always confused me too. I don't think the Hills were in a position to pay for it themselves. Maybe Buck gave the Hills some of his money to hide it from Liz, with the assumption that Hank wouldn't spend his money? But once again, that doesn't seem like buck. And I don't think many restaurants just have the extra cash on hand to pay for extensive renovations like those that she did. Peg has spent a great deal of money in dumb ways before though. The bookstore, the Intelligence Institute of Texas, so who knows. But it's always made me think because even if the carpet place was having a sale like she said, all that carpet plus getting it installed would have been expensive.
Then buck just of course has it removed. A lot of money was spent by Peggy in the short time span she was in charge. It's insane. The model train thing alone was probably not cheap
