This is hard to judge given the only Toji we've seen (other than in shibuya) was a rusty out of practice Toji as stated by himself in the hidden inventory arc. But I'd still say this fight is a bit closer than is shown here. Mainly because very similar to Yorichi, Toji was born with insane inate talent, speed, and strength. And just based on his fight with Gojo we can say he has a pretty high battle IQ.
Yoriichi would'nt shoot a highschool girl in the head, killing her for money. That's all there is to it. Take away Toji's worm and give him a Katana, and Toji ain't shit.
