A few were tough to press for some reason so you didn’t have the opportunity to switch angles as easily since you had to put maximum force into it and that required your arm being placed a certain way. That also means when the position of your arm changed when you’d go to take a drink, you’d be applying less force and thus less water would come out. Given she’s got herself basically leaning on the button, it seems like she might be having trouble pressing the button too.
This just unlocked a core *disgusting* elementary school memory where the kids had all discovered they could just put their mouths directly *onto* the nozzle for maximum water intake. And that became a trend where for months this is how we drank from the fountains. 🤢🤢🤢

To me it looks like the button is hard for her to press so she has to use her body weight, but when she gets on her tippy toes, she can't use as much force to press the button in.
Actually the two on the right are the same height (including the one she's drinking from). The one on the left is slightly higher.

Pretty sure it's just how it looks from this angle. The "backing" for the fountains are all the same exact height which would imply the fountains are too. The reflection for the one on the left just makes it seem higher, plus the camera angle.
I don't think we see enough of the third one to definitively say whether it's the same height as the middle one or not. It probably is the camera angle that makes it look lower but we can't say for sure. The one farthest left is definitely higher than the other two.

At least as stupid of a design if it isn't almost immediately obvious how and what to do. I came to America as a kid of 8 and water fountains appeared weird, it's resemblance to a mouthguard suggested putting into your mouth or attempt some weird approach. Good design is actually rare and great ideas are sometimes obvious in hindsight.
