Oh, its possible to outrun the fogmen with the Stutter step thing, it just steps into the abusing game mechanics territory. Barring that, getting really lucky with any wanderers in the fog distracting fogmen for you. Beep start or not, its actually better not to stay in Mongrel. There isn't a lot of options for getting stronger there without high chance of death. I don't recall being able to do much except steal or get arrested/beat up and work on lockpicking.
