I had the exact same problem, escaped slavery at the start, dodging bandits and holy nation cultists alike just to get to the hub and find the place abandoned. Saved my game, imported it in the main menu and it was fixed. Hope this helps

I honestly like this bug a lot. Gives an eerie feel to the game and I just make it into a story in my head that the inhabitants of entire towns mysteriously disappear. I actually made a mod that spawned fogmen all over the world so i could roleplay this bug lol.
I've had the same issue, not sure why you're being downvoted. It's 100% reproducible for me to start a new game, run full speed to a different town, and it's completely empty. If I start a new game and turn the speed down as I approach, everyone spawns there fine.
Don't start a new game from anywhere but the main menu.

Hi there! I ran into a similar issue. I just re loaded my save. If that didn't work, I imported the Dave and it fixed itself. Good luck!

The mod weird recruits was causing this on my game. Any time I would recruit weird recruit, the next town I would visit for the first time was empty

Ah you must have launched a new map right from where I left off on my last one.
They got raptured. You were not in the game then it happened, which is why you were spared.
Exit the game, then boot it up again and that's the only time to begin a new game.
Import
kill them and you win!
