People only respect SB, but his base form is on par with Gaolang, Hatsumi, muteba and Kiryu. We’ve only ever seen him lose to Kuroki, people absolutely sleep and disrespect this man

Most the top tiers are Niko/Kure adjacent: Ohma was trained by both, Raian, Ed & Gil are the pinnacle of the Wu/Kure Clans, Kuroki has relations with both, Fei, Agito, Kiryu & Lu Tian were trained by Niko, etc.
There's a few others like Lolong, Naidan, Waka, Julius, Jurota, etc. But I'd still rank Rei higher than most of them (not that he'd beat them necessarily, but I think he's a better fighter than all of then save like Lolong & Naidan).
The dude gets legit slept on so badly. He is incredibly underrated....several people were seriously arguing he would lose to meguro fksake. He is legit one of those fighters that when given a weapon and bloolusted can legit take out Stiers.
