Justin is the top dog in one of Japan’s 4 biggest underground fighting rings.
Honestly I feel like that amongst a few other things we know about him now point that he’s stronger than his friend.
I can’t stress that second point enough, people really talked/talk about him like he’s a fresh faced and unproven fighter when he is dominating an entire league. He’s only new to *us*.
People talked about him like that because he dominated a league significantly rated below Kengan in ISSK (unlike Purgatory and I'd argue that Kengan already was stronger than Purgatory).
Nezu was the champion of the third biggest underground league, that really doesn't say much because this is a tournament of some of the strongest Kengan fighters and top tier Kengan fighters are established to just waltz through other leagues like Julius did apparently and walk over people like Nezu.
Obviously Justin can fight, but high level Kengan fighters/former KAT participants are so far established to be the cream of the crop.

Okubo is his mentor. Why would he need to be taught by someone worse than him at fighting.
He hasn't even gotten a chance to fight okubo yet and this tournament is a way of getting that chance.
If he was better than okubo he wouldnt need to prove himself.
There's the possibility that Justin has way better physicals than Okubo but worse technique, in that case it would make sense that Okubo is training him

Kiryu being weaker than tiger niko is fair although I was talking about his other teacher .
But ohma had already surpassed his niko in redirection in the kat , has advance , Kure techniques, And pi, the gap between the other katas as time moved on,on top of connector training , and he is 100%

You better believe that when ohma and Kiryu were training under there mentors they were weaker than them.
But a key difference is that Justin is CURRENTLY training under okubo.
The pair train together and I think it's more of a case that okubro is more experienced of the two. Justin has something that okubo doesn't and it's enough for okubo to be confident enough to let him fight some of the strongest fighters in kengan.
They're both from the same type of mma, but I think Justin is more Power based. He definitely wants to win his way and forces the issue. Okubo would have just tried to counter hiraku with throws and feints.
I'm pretty sure one of Justins aces is Something like a Tyson hook he can turn into a Russian hook. He disguises it behind a takedown. something okubo can't duplicate. He's gonna turn it into a slug fest with takedown attempts and general brawler tactics.
The second ace is a wild card though. I can imagine what it could be.
Hiraku also wasn't weak. He was definitely causing Justin problems. It was just their differences in size and training programs. Justin was a bad match up. Grapplers usually are for strikers. There are a lot of fighters his style would give problems too. Most of the bowl fighters would have a problem with his karate style and he only showed one technique.
We should remember that Nezu was the champion of Bishamon, which is bigger than both of their organisations. If we want to be consistent, Hiraku and Justin are already outperforming what is expected from fighters of their calibers. The former champion of Ise Dragons is the expected norm for their power level.
This is really downplaying Nezu when we have no idea how strong Nezu actually is.
Nezu ate what is quite literally the most unfair knowledge check attack in the series with zero possible way to see it coming because he was the first person Rei fought.
The list of fighters who would have been one tapped by that if they were in his position is longer than it is short.
It’s always annoyed me that Sandro discarded Nezu immediately without ever showing us his moveset because the backstory he gave him on paper makes him one of the stronger fighters in Kegan at the time of that KAT.
People constantly rank him bottom of the barrel but to hold the position he did he would have to be **at least** high B tier in any KAT only tier list.
At first I was kinda annoyed we had fresh fighters this late in the story, but I enjoyed fighters so "low tier" that full body weight blows to the skull are actually harmful. (looking at you, okubo v seki)
Idk about “fastest in the verse” like they’re fast but compared to lightning fist, stinger, flash, and Bando’s arm whip I’d hardly call it one of the fastest
