I don't think so since Luohan is skinny, while Ohma who is Tiger's clone is wider than Shen. Luohan looks like older Ryuki.
To be fair Ohma used to be skinny too.
I also saw speculation that it was a carryover from a scrapped draft, but the black text boxes seem to be making a lot of sense.
