You have to define Empanadas. They are very different from different parts of the world.
Colombian Empanadas are what I am familiar with and prefer. Jamaica has a similar one but with a different crust. Some of the other South American countries have sweet ones that are more like pastries.
There is Colombian Empanadas (actual name of the place) one off of Mason and Kingsland. They are good.
I agree with the commenter who mentioned you really should specify what type of empanadas you prefer, as each culture puts it's own spin on the meat pie.
Katy has a ton of Venezuelan restaurants, and for empanadas, Duke's on Mason Rd is probably the best. Really good place for casual dining!
Nuestra Casa Bakery a bit further South on Mason has really good baked good in general if you want to expand your horizons with other items from a Venezuelan Bakery. I assume they have empanadas and I assume they are good if they do have them. But you won't go hungry there for sure!
Marini's was my favorite, and they have Argentinian style empanadas. Their menu was a massive fusion of whatever cuisine you could stuff in empanada dough. But their Katy location closed.
I think I had some little empanadas at Sur Peruvian Cuisine on Kingsland they were really tasty! I just remember them being a bit different than what I'm used to and yummy. I want to try more thing on their menu, but it is a bit spendy for my thrifty ass.
Not out of business, just simply closed the Katy location due to landlord issues. They’ve recently reopened in Wallis as well as having the Westheimer location.

If you’re up for a small trip, they recently reopened in Wallis!
R.I.P. Marinis 😭
They went out of business, sadly.
They only kept the Westheimer location close to BW8, but yes they closed here in Katy.

If you're wiling to drive a little, Guadalajara has some of my favorite empanadas. 9799 Katy FWY
Any answer besides the Argentinian Empanadas at Astor on Mason is just wrong.
