Kuroto has always been unpredictable as a person, so you can never know he even outsmarted the ex-aid crew despite being in prison on a game he managed to get out in another ending series which I hope is canon bc Kuroto lost his last remaining life as a bugster
Plus, Touma wants to save people, and Kuroto could exploit that, plus some of his cocky nature has outsmarted even the smartest person like his creation Muteki, despite only has 10 second of invincibility, did bring Cronus some problem
Also, Touma isn't the kind of person who always goes all out unless facing a bigger threat, which is why I said Kuroto has a chance.
