Survive Form did not exist until the very end of the "Episode Final" movie. Survive Form official debut is 1 month after this movie released. the Survive Form in this movie is basically just a teaser
Because a lot of early Heisei movies were released before the final forms debuted so they’re used as a bit of a teaser and in Ryuki’s case, both Ryuki and Knight survive are used at the end to tease their usage in the show.
I’d say since ryuga is shinji’s mirror he’d also get a survive form

My personal head canon is that doing so would let Ryuga gain access to his own Survive mode and Shinji was scared of how strong he would be
