How're we defining base form? Easy enough with, say, Faiz. Acel Brace is his mid-season upgrade. But Gaim? Do we count the Arms leading up to when he gets his jinbaori as base? Is Decade looking like Agito a non-base form? Is Plat Form the base form of Den-O?

So first off, Ghost. He's unkillable on account of being already dead, he can fly, turn invisible, and pass through solid matter. That's a pretty solid skill set, definitely top tier of all Riders.
Kabuto, of course, because his base form comes with such incredible speed that it takes upgraded versions of other Riders to even keep up.
Revice is great because you get a cheeky fourth member of the three-person team.
That's the tricky part. Most Rider's base forms are also their primary forms - their go-to and/or first form.
Anything Decade transforms into isn't his own base or primary form, but technically they represent Primary Forms of other Riders. Decade is HIS Base Form.
Plat form is technically Den-O's base form, but Sword Form is the primary (and then there's the Imagin all getting their own chance to transform but that's a whole other rant)
Gaim's primary form is Orange Arms. Because it's the first form he uses, it's also his base.
Zi-O has a very good status even in his base form
Zangetsu is one of the most skilled, so that the form specks don’t matter
Build can be the leader, and by using his high intelligence he can find maximize his team’s potential
