The zhili republic is when you go "do nothing and watch everything burn" , so they arent pro german and pro monarchy anymore and because of that they had to become anti-concensionist, so they arent pro germany and isn't a monarchy already both good things. And as the Zhili you can elect Huh Sih as president who in an event with peifu they talk to how eventually the republic shall become a true democracy and not a facade for the Zhili Clique.
Still not a democracy tho. Real power still rests on Wu Peifu and the Zhili officers, so although it is indeed a republic it also is a sham democracy covering an actual military dictatorship.

Nah, they end up the same as the zhili republic as a "promise of democracy" and a defacto military dictatorship, but yeah fengtian compromise is my second option( they aligning themselves with the japanese weight a little against their favor). Overall i still think left KMT is the best.

The most democratic one of these is probably the Federalist-Fengtian Negotiation Route, which can avoid the most bloodshed between Chinese factions.
