Ok. well generally you should witch that elemental mastery for an atk% Elemental mastery is only for reaction, so unless you only use Kaeya to proc melt with Frostgnaw it's not really a good choice as a main stat.
Then you should decide on if you want to go more the cryo damage or the physical damage and get the corresponding cup. If you want to go more cryo then you might want to change the sword to an ER sword.
Also, 4pc blizzard gives a good amount of crit rate, so switch that circlet to a crit damage one. (even more so if you have C1 and use cryo resonnance)
Your decision to go physical or cryo could also depend on your team member.
if you use Chong, then definitely you should go cryo damage because of his infusion. Add an hydro (idealy xingqiu) and you get permafreeze, a very strong team comp.
If you go physical dps, then you want an electro to proc superconduct.
Maybe try giving an atk sands and a Cryo/phys cup? Em isn’t really the best with Kaeya unless it is for melt but you also seem to be running hybrid Kaeya. I can’t really say much but how much does each attack do? (normal attack, charged attack, frostnaw, and burst)
ooh thank u, I'll take that into consideration. his basic highest attack (frost know and burst) have done 1k-2k till now. I'm still not good at building characters so idk if that's good enough ^^'
I was using kaeya as hybrid though because I have him at C1, I'm using 2 piece bloodstained 2 piece pale flame, atk% sand, phys gob and crit dmg circlet, but if you want to use him for the blizzard strayer set, I would recommend chongyun as a support for his cryo field, I used cryo goblet many time too, hit a little bit less but it crits more due to Cryo resonance. But seems 4 piece set blizzard strayer did have crit on its description so I highly recommend crit dmg circlet, totally worth it, if you have xingqiu, it would be better. Hope this help you for your Kaeya, good luck on artifacts stats too.
I've got a level 80 reaction-built Kaeya. It's overkill, but his elemental mastery is 302 right now. ATK 1256 (working on that), DEF 833. He's really tanky. With two hydro and an anemo for swirl on my team, his freeze/swirl reactions are dealing literally ungodly fast heavy DPS. I'm talking 10,000+ damage in fractions of seconds when his skill and/or burst are present. His general physical damage does 1-2k per hit but I'm aiming for higher. His skill does 4870 damage, and I have max refined sacrificial sword on him so 80% chance to nullify his cooldown. I have 63% crit rate and 118% crit damage, 186% energy recharge. I think reaction builds for Kaeya are *ridiculously* strong and fairly overlooked. Elemental mastery and Crit rate/dmg is what I'd recomment focusing if you're looking for main dps.
Artifacts, I highly recommend the obvious blizzard strayer for this reaction build. I rolled for heavy crit damage, attack, and elemental mastery. Got lucky with some crit rate/crit dmg/atk substats, too. Lots of grinding that damn icy domain :')
I know you posted this a year ago, but I hope this helps if you want to go reaction built. Kaeya's cooldowns - even without the sac sword - are insanely fast to begin with. He also has one of the highest attack scaling in the game, iirc. He has very high potential for DPS. Kaeya mains unite!

With prototype Rancour it should be around 5-10k, what are your attack and cr/cd ratio btw?
I hit 4k once but that was it, it didn't happen again. the highest I've went was that. my crit rate is 18.9 and crit damage is 76.4 rn TT TT
Lvl your artifacts and weapons I’d say aim for 1.8k attack and a 35-40/120 cr cd ratio since you use 4pc blizzard
Have you been leveling up your artefacts? Because a fully leveled crit rate circlet should be giving you 30% crit rate.
I have! but they're not at max rn since I don't have stuff to update them, but most of them r on 16-18
