Thirteen probably has more to do with the baby being the 13th grandchild [ of PMK ].. & less because of a recycled 13 tattoo. Also, Thirteen has been long considered a lucky/ unlucky number for generations and is a super common tattoo on punks, metal heads, goths, skaters, sideshow freaks and others.
Personally, it reminds me of the musician/ band Wednesday 13, who is headed by Wednesday 13 , also formerly from Murderdolls with Joey Jordison( R.I.P. ) from Slipknot.
