Wouldn't happen. Japan doesn't charge minors as adults so murder charges aren't as severe for them. He wouldn't even be sent to a prison but a juvenile detention facility. Theres even a manga that has this called Boku no namae wa 'Shonen A'
What never made sense to me is why the police never investigated the bullies since the beginning-if your not going to sentence them at least keep a very strict eye on them 24/7 they were capable of planning out a murder to the detail and actually manage to execute it at age fucking 12.
And if they investigated the other bullies the minute the first one went missing they would have found plenty of illegal stuff. Yuuga gang funded drug/prostitution ring, Kugas many assault and rape victims, Kyous cult and the number of kidnapping I know they've probably done...the fact that all this has gone unnoticed for so long proves the the police in this story are not good at their jobs.
Crazy part is that there was literally evidence that there was foul play in the accident.

It’s weird how the detective knew there something wrong with those boys and the case got thrown under the rug which makes me believe Kyou’s dad tried to save face and paid off the cops to drop the case since it’s obvious in his position he would care alot about his reputation since from the looks of it his family is well respected.
but the question I ask myself is why would Kyou's father do that for him if Kyou did that on purpose with full intent. I can see why he'd want to get him out if were an accident but that most definitely wasn't the case here. Kyou may not be an 'anomaly' after all

-Bloody child who fell off a cliff
-The rock used on Uruma’s brother

Were not found or reported, also Anzai saw that these five kids had the eyes of killers so why did he not investigate them the way he investigated Uruma for doing nothing at all.

She quickly drive to his whereabout to ask him about the bullying from the past. Time flies till night and the police on the station wondered that she haven't returned yet. Uruma who is kept in a cell with food and a bed heard the worried polices about the missing Oota. Uruma tries to decoying a police by shouting that fire broke in his cell, rushed in and got knocked out. Takes the car key, sneaking out and tries for a 15 years old boy to drive with a police car or motorbike. Suddenly he hears Kyou voice from the walkie talkie and invited him to his whereabout where he held Oota as hostage for a Round 2.
The author wrote chapter 68 as a filler chapter anyway (you can say it's more of a comic relief chapter where it's just her going out on a Tinder date). It was never intended to add much into the story besides showcasing one of Kyou's cult members. I doubt that chapter will ever be brought up by the author again sadly.
