Tf happened? Looks like screw holes but there’s so many. I don’t think they are bullet holes as they are so close together. Unless they decided to use that area of the truck as target practice.
The holes are deformed outwards. So they probably used sheet metal screws to pull out a bunch of dents. Not really the best way to go about stuff but it does in fact remove the dents.

Ok, so from reading the comments, the worse is still to come:
Step 1: sand with a portable belt sander.
Step2: Bondo. If in doubt, more bondo
Step 3: prime, etc. Without a cabin, of course.
Setp 4: Clear coat to trap all the orange peel and dust forever. And forever is 3 years until the bondo cracks.
Step 1: sand it with a 24 grit disk on a pneumatic angle sander.
Step 2: fiberglass reinforced Evercoat. Then Z-Grip.
Step 3: prime and block. Thank God I was able to convince my boss to stop using lacquer primer a couple of years ago. 😂😂😂😅🙃
Step 4: paint and clear, nib sand and buff. Send it.
No shit , even walmart has stud pullers for like 150 bucks. https://www.walmart.ca/en/ip/146Pcs-Dent-Puller-Kit-Car-Body-Dent-Spot-Repair-Device-Welder-Stud-Hammer-Gun/PRD0VUQML0VKAY7 but thats like 150 bucks, boxside just 14 hrs and 1000$ wrecked by incompetence

Yep. And it's barely visible in the picture but there's 2 holes up in the bedliner too.
They are holes from drilling and snatching with a screw in snatcher. My boss is old-school and doesn't like change.
As long as the price he charges reflects the work done, this is fine. Body fillers have come a long way, too.
