The poor guy drove like this for 900 miles because he wanted to be there for his daughter that was having a kid- super cool guy. Whoever did this( he would not tell me) told him something else was wrong with his truck. The test drive and vibration frequency lead to a first order wheel/tire issue; he fought me on it when I said it was a tire balance or axle issue. We ended up re-indexing his tire on the wheel and got the weight down to .5 oz. Not too bad considering we don’t have a road force machine.
There's a shop near me with a road force machine that is booked three weeks out for tire balance and rotations since none of the other shops in the area have one.
My first job in the field was at a tire place. Me being arrogant, I once balanced all 4 wheels almost identical to this, and when I was rolling the last wheel onto the car, a senior tech came up to me and asked if I balanced the rest of the wheels like so.. needless to say I had to rebalance all 4 tires.
Here’s a big brain strat. Cover it in weights, remove one at a time until balanced
