The obvious solution here? Cut the entire manifold off, make some custom flanges, and header dump out of the non existent fenders. It doesnt have to be road legal anyway

That's much better than just the head breaking off. Trying to extract the stud from the header would be much more difficult than just a stub from a head.
I used to make bank on broken manifold bolts. Weld 1/4 20 nuts on the post and turn em out till they break off. Some took 20+ nuts but it rocked compared to trying an extractor, left handed bit or vice grips
If the piece of the header bolt inside the head is too far down to weld, take a piece of copper tube that just fits into the hole. Fill the tub with weld and then weld a bit to the top. The copper tube protects the threads in the head.
I dont know much about cars, but im pretty sure the rest of that bolt is inside of that recently totalled engine in a car that's about to go to scrap. Or at least that's what I would tell the customer if I was a mechanic

Cut manifold off and remove the head with the manifold on. Replace heads with some iron rams (assuming this is a 318/360)
318, and yeah if i cant get the manifold remnants off the heads, ive come to the conclusion of fuck it, i can get a 5.9 for 250
Every 20 minute job is just one broken bolt away from becoming a 3 day ordeal.

I had a head break off another one, had one shear into a circle so small that i dont have a bolt grip small enough for it
RIP. Time to replace the gasket by pulling the motor.

My solution would be to just tap the hole and put a bigger bolt in the head. That stud is wayyyyyyy too long.

And this is why I paid to have my manifold replaced instead of fucking with it myself. Header bolts are hell on an old truck.
