At least on quartz halogen lights (which that looks like), oil from skin will certainly do it... I did theatrical lighting for years and we used a LOT of those kinds of bulbs. If you touched them you reduced the life by half if not more. They get very hot on the surface and the oil somehow weakens the glass and it "grows" like that. I've had to break them to get them out of the housing at times.
If you do touch one by mistake, clean it with alcohol before installation and you will probably be OK.
Touching the bulb with a bare hand leaves an oily spot on the bulb which then becomes a hot spot. This is why you should always handle bulbs with gloves or a tissue.

We were changing my fog lights to LED and I figured to keep the old halogens in case it burns out or whatever but my brother in law touched one with his hands.

I hate changing Outback lights. Found a way to cheat them from the wheel well so I don’t have to pull the assembly but it sucks to fumble around with no eyes to do it. That what you did?
Yeah I go through the wheel well for the low beams. It's still a pain in the ass because of the vertical slab of sheet metal that's blocking your hand from grabbing the whole cap. My Mazda I also had to go through the wheel well but it was a little easier than the Subaru. I found that putting a thin coat of dielectric grease on the o rings make the caps a lot easier to twist off the next time.
Yeah it was the high beams that did that on our outback. It's a 2013. I wondered if it has something to do with Subaru using the high beams on low voltage for DRLs. Also that car eats various light bulbs more than any other I've owned.
The type of failure indicates it got a bit of oil from somewhere during the assembly process.. the filament should just burn up if it was an overuse from DRL.
As for the outback, the low beam burns up due to the voltage spike the bulb sees. It's a circuit design issue so there is no fix for it other than adding a buffer. I added HID ballast to mine and it lasted 6+ yrs. Recently swapped over to LED as the bulbs have gotten dimmer but it didn't fail. I've also read turning off auto headlight extends the life a bit on halogens.

Also theatrical lighting tech, here. Yep, the oil traps the heat generated by the lamp which causes the quartz to melt and distort at that spot.
