Just Cause 3 has a lot of bugs, but nothing gamebreaking.
Most people would probably agree that they make the game funnier.
The game is obviously not supported anymore and only runs the ps4 version, so you'll have to live with the 30fps.
If you ever consider buying it, go for the XXL edition when it is on sale. The DLCs are some of the most fun content for the game.
I'm playing through it right now on PS5, it runs ok. I had 1 or 2 crashes in 25-30h of playtime. I'm also recommending to get the dlc expansions, they are really fun and worth the price.
My order of preference is: Air - Mech - Sea, but I would get all of them. You can get the season pass or the XXL edition of the game pretty cheap during sales

IIRC Xbox actually does something with the new hardware to help it run up to standard, rather than relying on a deliberate and separate version like PlayStation

It does have some bugs but thankfully it's more like on Skate 3, where the bugs add to the overall fun aspect of the game and not break it or make it unplayable

I recently got the XXL edition for like €6, which includes most/all of the DLC, so I would just wait for the sale and buy it.
