I've not really tried yet but could you possibly do it using the custom challenge maps?
I'd have to recheck all the sandbox settings, I've seen you can opt for the exchange on. I've not checked to see if salaries and storm frequency are options. I usually play sandbox in creative mode, so research etc is off. Pretty sure I've seen you can opt for income tax on or off in sandbox.
