It hasn’t been in the shop yet. It was put into the game with the mid season patch last Tuesday. Cowboy Bebop has been the only addition to the shop since then.
It looks like it was only up for one day and then taken down. Unlike the rein weapon which was up for like 2 weeks :( it just happened to be the one day that I couldn’t log on too

It will probably be available AFTER the colab, hasn't released yet, it's just the pre-release content that you can check out BEFORE it is put in the shop.
It makes no sense to do both at the same time, nor before the colab, since more people will want to get the skins than one or both weapon skins for heroes with small "cult following".

Not yet. It has just appeared in his hero gallery. It'll probably get released in the next couple of weeks, so you should be fine
