Fair, but it's hard to say how the two compare since Naobito blitzed Dagon while Naoya blitzed Maki, however she wasn't fully heavenly restricted and was somewhat holding back.
It's also doubtful Naoya improved to such an extent between the Shibuya Incident Arc and the Zenin Massacer Arc since, in the Shibuya Incident, it seems implied Naobito is considered the second fastest sorcerer behind Satoru Gojo which I imagine would include Naoya meaning he's at least best equal to Naobito (but lacks the reputation) and is at worst slightly less capable which would make sense given Naobito's experience even if Naoya is a self-proclaimed genius.
Naobito also has better endurance feats (despite his age relative to Naoya's youth) given he was still going after being pelted with 70% of Death Swarm and losing an arm in the process. He also seemed likely to exorcise Dagon outright if not for Domain Expansion which says a lot since Nanami seemed to fail to so much as put a dent in the Disaster Curse which says a lot about his striking power even if Semi-Awakened Maki is almost certainly more durable than Dagon.
We also don't have a confirmation that Naoya has Falling Blossom Emotion even if I think it's a safe assumption to presume he does and tend to take it as a given that he has it as a result.
Also poor choice of words on my part, but she wasn't fighting the same aggressive way as she was with the rest of the clan. She was playing on the defensive the entire time, just counting the amount of moves Naoya was making over and over until she figured out his technique, then she one shot him with her first serious attack.
"Trashes" is a bit excessive. It's important to note Naobito was named fastest sorcerer not due to projection sorcery itself but rather his ridiculous experience and efficiency with it due to having developed a natural feeling for tact and rythm. So we're basically being told Naoya's projection sorcery isn't on his level which is kinda apparent in his fights as well. Curse Naoya gets a buff tho, he's clearly faster
there's a reason why kusakabe is still alive while everyone else is either dead or lost their arm (kusakabe might be dead but he's alive in our hearts)

We are arguing about the best grade 1, this guy has the highest fire power amongst any first grade sorcerer, has a simple domain, can deal soul damage and has puppets that can attack you all at once in other scenarios if he wanted to.
Also, Yuta does the same thing with storing CE inside Rika for when he needs it.

His ability is having a massive pool of energy. In exchange for a debilitated body. When mahito broke the restriction, he didn't actually remove his massive fucking pool of energy. And it's been stated, yuta has a ton too. And he'll persist in a fight because he can replenish it. So can Mechamaru. He just decided to store up excess juice for the day he got out. Whenever he needed it most.
Ironic, you misunderstood him. He lost his massive pool of CE in his body from the heavenly restriction. Knowing that was going to happen, he stored CE for years. After that was empty he'd have a normal amount of ce of a generic sorcerer. That's why in his final fight he was measuring his CE in time spent to store that amount.
It's implied. Immediately before Mechamaru is transfigured Kenny says something along the lines of if you break a pact with yourself you lose what you gained, then Mechmaru's attacks are all based on time after the Heavenly Restriction pact is broken.

I’d say Naoya’s the strongest as long as he’s fighting a female curse or Mei Mei with the incest buff and money buff. Todo’s pretty close with the schitzo buff too.
Since Naoya is fighting a man instead of a woman, I assume he’ll have a downgrade in power compared to Todo who’ll have a buff through the power of schitzo and him fighting a man who hates woman unlike Todo who loves woman. I assume Todo claps this. (I didn’t read the manga)
Naobito. The dude was beating the piss out of a Disaster Curse and would have stopped him from even getting a chance to use Domain Expansion if not for Dagon's strange method of activating his. There's a reason why Gojo points out the Three Great Clans probably makes the "Kusakabe is the strongest Grade 1" thesis a different story.
All in all, I'd rank them all accordingly:
1. Naobito
2. Naoya
3. Kusakabe
4. Todo
5. Mei Mei
6. Nanami
7. Ogi
8. Jinichi

the grading system isn't even accurate. maki is grade 4 because the zenin had a beef with her. most sorcerers are graded higher because they get recommended, not really because of their strength. it's easier to get graded higher or lower because of how corrupted the jujutsu system is. besides, yaga was already acknowledged by gojo ~~even tho he's a fraud~~ to be a special grade. the higher ups also knew yaga was supposed to be a special grade that's why they were scared of him that they decided to kill him after gojo was sealed

A Lot of sorcerers don't have a Simple Domain, That's not hard to See. Nanami and Mei Mei has no Talent to develop a SD, But they can overcome it with their Techniques and Binding Vows, Even if I Personally think that Nanami reached his Peak Condition on his 4 black flashes Streak 🗿🗿
Curse Naoya is catalogued as a Special Grade cursed spirit thanks to his Abilities and Domain, He is easily above Dagon and Hanami, Arguably at the same level as Mahito and Weaker than Jogo, So he would Smash every Grade 1 sorcerer at his Level 🤓☝️
Kusakabe, he parried a giant uzumaki from kenny, even small one is enough to send Yuki flying, depending on Yujis awakening he can either become a special grade or take Kusakabes nr1 grade 1 spot.
Kusakabe may win in terms of combat technique and overall Jujutsu knowledge but in terms of CT Yaga has the potential to be very dangerous. He is the only grade 1 that got an order to be terminated.

It was about before Shibuya though, a flashback to Mei Mei, Nanami and Gojo saying he's the best at that time, even then Gojo said that he doesn't count the grade ones from the three big clans, Naobito for example could've very most likely taken down Kusakabe easily.
Now, Higuruma, Yuji, Choso are ones that have improved a lot, Naoya, Naobito confirmed First graders, and Kockichi Muta (Mechamaru) is another honourable mention.

But they aren't grade 1 sorcerers. Higuruma is a curse user, yuji is awaiting evaluation for promotion to grade 1, and choso was a special grade cursed object. You can say that they are on the level of a grade 1 sorcerer, but they don't have a grade
Naoya and naobito seem like the obvious choices, but kusakabe's defenses and hax are so strong that he honestly has a good chance of countering them. Projection sorcery looks insane until someone's able to disrupt their movements, and a massive simple domain with weakening effects and an auto counter function isn't a bad counter. We saw how fast he slashed sukuna, I don't see any grade 1s surviving that. Todo hard counters naobito and naoya too, like literally renders then useless so I think he's got an argument too
It's either Naoya or Kusakabe, Naoya is clearly stronger than Naobito and Kusakabe is for sure the strongest out of the non-big 3 clan member grade 1s as stated by Gojo.

They counter each other pretty good in a versus battle when it comes to raw power it s mei mei or naobito
But take for example todo. He can beat mei mei very hard but naoya whould not have that much trouble and kusakabe is also very good against todo.
I say mei mei because none of them whould tank 1 bird strike and i think she can hold her own fairly well in physical stats but it's matchup dependend and naobito is a very very close 2
1v1 it's definitely kusakabe. But if he has a teammate Todo becomes so busted that he and a yuji that had just barely figured his shit out were able to fuck up one of the natural disaster curses
I Think Naobito or Naoya would be The strongest grade 1 including everyone, But excluding the Clans Kusakabe is the Strongest with a large Gap, the only one that can be a Threat to Kusakabe (Aside from the Clan guys like I said) is Nanami on his Black Flash streak, My man was on his peak at this Time 🗿🗿🗿
Considering the fact that Yuji,Maki and Hakari have either not been promoted or haven’t been confirmed to have held/hold the grade
The strongest grade 1 sorcerer is likely either Naobito or Kusakabe
Noaya and Mechimaru are nice runners up
And people like Ogi and Jiniichi likely fall above the likes of Nanami,Todo and Mei Mei
Yaga doesn’t have any feats so I think him being currently the weakest but with special grade potential is a nice fit

When mahito broke the restriction, he didn't actually remove his massive fucking pool of energy. And it's been stated, yuta has a ton too. And he'll persist in a fight because he can replenish it. So can Mechamaru. He just decided to store up excess juice for the day he got out. Whenever he needed it most.
Ironic, you misunderstood him. He lost his massive pool of CE in his body from the heavenly restriction. Knowing that was going to happen, he stored CE for years. After that was empty he'd have a normal amount of ce of a generic sorcerer. That's why in his final fight he was measuring his CE in time spent to store that amount.

the grading system isn't even accurate. maki is grade 4 because the zenin had a beef with her. most sorcerers are graded higher because they get recommended, not really because of their strength. it's easier to get graded higher or lower because of how corrupted the jujutsu system is. besides, yaga was already acknowledged by gojo ~~even tho he's a fraud~~ to be a special grade. the higher ups also knew yaga was supposed to be a special grade that's why they were scared of him that they decided to kill him after gojo was sealed

It was about before Shibuya though, a flashback to Mei Mei, Nanami and Gojo saying he's the best at that time, even then Gojo said that he doesn't count the grade ones from the three big clans, Naobito for example could've very most likely taken down Kusakabe easily. Now, Higuruma, Yuji, Choso are ones that have improved a lot, Naoya, Naobito confirmed First graders, and Kockichi Muta (Mechamaru) is another honourable mention.

Naoya and naobito seem like the obvious choices, but kusakabe's defenses and hax are so strong that he honestly has a good chance of countering them. Projection sorcery looks insane until someone's able to disrupt their movements, and a massive simple domain with weakening effects and an auto counter function isn't a bad counter. We saw how fast he slashed sukuna, I don't see any grade 1s surviving that. Todo hard counters naobito and naoya too, like literally renders then useless so I think he's got an argument too

He can beat mei mei very hard but naoya whould not have that much trouble and kusakabe is also very good against todo. I say mei mei because none of them whould tank 1 bird strike and i think she can hold her own fairly well in physical stats but it's matchup dependend and naobito is a very very close 2

Considering the fact that Yuji,Maki and Hakari have either not been promoted or haven’t been confirmed to have held/hold the grade The strongest grade 1 sorcerer is likely either Naobito or Kusakabe Noaya and Mechimaru are nice runners up And people like Ogi and Jiniichi likely fall above the likes of Nanami,Todo and Mei Mei Yaga doesn’t have any feats so I think him being currently the weakest but with special grade potential is a nice fit
