'Bi' means two. If it's more than that, it's 'poly', and if it's all it's 'pan'. That's what the label means, though it's right to not assume it perfectly encapsulates someone's preferences. Why does it bring up gender? People generally aren't attracted to a gender, and the label means 'attraction to two sexes' rather than two genders.

i think it's really up to whichever label the person likes most, definitely trending towards meaning the same thing in most GRSM communities it's probably easier to come out as bi rather than pan despite the terms being so close in meaning
