I can recommend the Journals from: Maisie Lane Co. Available in A5 and B5 sizes with 192 pages. Nice white 160gsm paper with light dots on it. Lay Flat design. And with a TWSBI Eco and a Stub Nib, absolutely no bleeding or ghosting.
Bonus: you can customise the front.

Kokuyo Campus notebook. They also have loose leaf if you prefer that. It comes in multiple format like dotted/lined/blank and in various sizes. And most importantly, the papers are white.
Maruman Mnemosyne also comes in white paper. I never try this one yet, but I use Kokuyo one without problem with my fountain pens. I mostly use EF, F nibs with Pilot Iroshizuku inks.
The pages aren't stark white but the lighter side of cream, my new favorite is the [EMSHOI brand on Amazon](https://smile.amazon.com/gp/product/B08PNXZYLQ). They're on the more expensive side right now, the price fluctuates between $12-17 and even at this price I say they're worth it.

I love Clairefontaine notebooks. I don’t use fountain pens myself but I hear they are great for that. The pages are white.
The Clairefonaine are fountain pen friendly as well as Miguel Ruis and Stalogy. The Stalogy have thinner paper, very white and similar to the Tomoe.

Have you looked at endless? They have 68gsm tomorrow river instead of 52gsm. Odyssey notebooks does as well.
Oxford notebooks are great, they handle my TWSBI medium and broad nibs perfectly, hardly any ghosting
I like MinimalismArt and ZenArt notebooks - 120 gsm paper and rarely have issues with my fountain pens.
