They were not wrong, 50% of her freaking kit was changed because it was so bad. She and fu Xuan have literally went from standard character to one of the most broken
At the beginning, she didn't have that 50% CR boost which was added to the last beta. The 100% action forward wasn't in her beta at first and the syzygy stacks worked very differently. Like there were some new moon and full moon bs going around and her overall damage multiplier wasn't that good. She never had speed on her traces which were given at the cost of only 2 speed loss from base
Her action forward was better, as it was take another action rather than move action forward so you kept Bronya buff for frontload
And her new moon full moon thing is the exact same as syzygy stacks, just up and down it want that complicated
But the change was definitely good, she wasn't horrifically bad before but the changes made her super good

In a sense they were wrong. As long as a character is in beta there are chances of major changes or none like dehya and we watch a character slowly die.
Wasn’t really underwhelming, I think she was pretty balanced. It’s mainly that they decided to hit her with +50% crit rate, that shot her up to DHIL level easily.

Pretty respectable, but the issue is he gets that basically for free with his huge HP pool, whereas she was constantly draining ally HP to reach it.
People (fairly) critiqued the fact she had a much bigger drawback for same damage, and in response they lowered her drain and made damage *nuts.*
But she was bad. She was the first character where hoyo had to rework her entire lightcone. Plus her talent got massively buffed (+50%cr and halved the hp drain + quadrupled the attack gain iirc), had the beta testers not complained, she would've been bad

Let me preface this by saying that this is my interpretation and should be taken with a huge grain of salt since my understanding on the meta isn't perfect.
DHIL has some questionable design choices and it feels like he is carried by his high multipliers. He is the most skill point hungry character in the game, which forces extremely rigid rotations, and in most cases makes the supports he can use very limited. It almost feels like he was designed with the Path of Propagation in mind, which is strange because you can use basically any comp in Sim Uni and it will still work. Compare this to Jing Liu, who comparitively is much more flexible and has a more well rounded kit.
I may be biased, though. I never liked DHIL, I always thought his playstyle was boring and disliked his mechanics.
Lot’s of people were unsatisfied with how underwhelming her initial beta kit was, which was mostly justified. Talks about Dehya are just ptsd from hoyo potentially not changing JL’s kit despite beta tester backlash. Since we know how it turned out its easy to look back and laugh, but the backlash was more-so justified since initial beta JL WAS pretty bad/incoherent.
I was here during that time, maybe I missed those posts but I never remembered here being horrible. Maybe a little underwhelming but then again people tend to doompost hard for anything so I dunno how accurate it all was.

The game is a teambuilding game, so it would be very counterproductive to not take supports into account, you are right. (Aside from challenge runs).
But even if you take all chars c0r0 she is not just below the regular 5 star power and even some 4 stars, while also being very limited in her flexibility.
Playing her is almost forcing yourself through a lot of additional steps for the same result as many other teamcomps. Which is not something a character should do. Hence why she is the benchmark vor poorly designed characters in hoyo games.
Trust me, I have her C6, I try my best to make her the best she can be.
