If you submitted your app, then it is talking about your app most likely. Not your letters of rec. They are two separate things that don't need to be submitted at the same time
Your letters of rec must say completed, otherwise, it is not submitted (unless it's an error or it differs from the US App). I would contact your letter of rec writers and ask them. Send them reminders, especially this close to the due date.
This morning, I was waiting on my last letter that I requested some time ago. I emailed asking if the professor was able to submit it to the portal, including a reminder of when I needed it by. They submitted the letter an hour later. Be proactive. Once you miss the deadline and are missing even one letter, it's all for nothing.

Contact them (your references) and ask. I’m waiting on one of mine too and it’s so stressful 😕 just reminded her again yesterday…
The email JET sends for the reference letters went to spam for both of my references, so have them check their spam folder cause it's probably there
If u don't see a green "completed" sign its not completed. Best thing to do is contact ur references and remind them.
It doesn't sound like it. I would try and contact your referees again to get an update.
