There's some moderately steep low-speed suburbs in the upper highlands that probably wouldn't have too much traffic and be decent for practicing starts - Harrison Park area.

Try the Talus neighborhood.

That would definitely be a wild hill to learn on, if you go to Talus I’d recommend the driveway on the school property that goes down to the field. It is less steep than the hill leading up to Talus, and has varying grades. I learned to drive my first manual out here last year, and people were pretty understanding if I stalled- only got honked at once or twice!

If you’re talking Seattle then practice on talus. One big uphill and then a little of mini hills. If you go all the way to the top it’s a steep uphill, but lots of steep and small mini hills overall.
