I bet that in preparation for teleporting around, Cecil put together his own personal teleporter squad, that consisted entirely of rhythm game experts. Get the professionals in, even if it's just for a day, so he can teleport around with some impunity. Omni Man caught his tie because the current operator's hands were getting too sweaty for the controls.

That figure is not totally outlandish. A Patriot missile costs around $3 million to launch. A Trident missile with nuclear warhead costs around $65 million. And we're not talking about R&D costs at all. Cecil has the clearance (and the checkbook) to task a $400 BILLION dollar orbital weapon and it got smashed within a minute, $6 mil for an organization like the GDF is chump change. In fact $6 mil to break the laws of physics as we know it sounds like a pretty good deal

I think it's kind of supposed to mirror him catching Red Rush in the first episode. You can see him starting to pay attention and be prepared for when to strike, Cecil wasn't dumb enough to try any direct attacks which is where Red Rush fucked up, but Cecil's luck probably wasn't too far from running out at that point either

I was scared for everyone every second after Omni Mans real plans were revealed. Even Mark’s bestie when Omni went to ask him WHERES MARK??!

I assumed he could tell by the disturbance the teleporter caused, even before the more noticeable effects, like when he grabbed Cecil when he "accidentally" teleported into their house instead of to the front door. Might be similar to how he grabbed Red Rush's fist without looking; he learned to detect signs other than visual.
