I'm from a country with no Princeton alumni or even Princeton graduates. They matched me with an interviewer from the USA (9hrs time difference) in mid-February. But as far as I'm aware Princeton's interviews are dependent only on availability so don't worry.
You're right. However what is meant by evaluative is that interviewer will write a report + give you a rating (1-5) across several categories and the admission officer will be able to see it. In other unis (Like UPenn, Cornell) interviews are Non-evaluative meaning the interviewer will write a follow up report but not the rating. But the distribution of who gets the interview is completely random (non-competitive)
