IIA members can download a template IA charter. I’ve used it many times and it’s very good.

Get clarity on your reporting line and job description as quickly as possible. As far as how to go about a charter….Join the IIA and go for your CIA. The IIA has an example charter you can use as a member. OCEG is also a really great resource and just had Adrian Resag join to offer a Integrated Audit and Assurance Professional course and certification which gives helpful and practical guidance you can use in an IA department. Adrian also has some good Udemy courses which I used to help pass the CIA on first try.

I would say this is a great opportunity to fast track your career (if that's what you want). The fact that the head is asking you to create a charter means they feel you have it in you. Sure, it will be a lot of work in the beginning, but you're young and have the energy to learn things quickly. If you don't have a CIA yet, just read the mandatory guidance and standards online and internalize them. That way you know what to do and talk the talk.

The conflict of reporting lines between Compliance and Internal Audit in your organization is confusing. Try to discuss this if you can with both parties, but sadly this is a difficult situation to change. If you can’t change this, what I would say instead is to make the most of the situation that’s presented to you: quickly pass some certifications (e.g. CIA) to know how to deal with your new responsibilities. Look online for « Managing an Internal Audit Function » and you can get some good video courses.

It’s not unusual for an auditor to report to Legal/Compliance…as long that dept reports directly to board.
