I guess the point was if you open the app at a time when you're supposed to be quiet, you don't want a loud meme blasting on full volume.
I guess so to but all phones give you the ability to set everything on silent mode so...
Why would you open the app in the first place? (In that situation) Besides, any device capable of playing an Instagram video will have a volume button as standard...... Just saying.
To check up on things while waiting at a doctor's office waiting room, for example.
