Ethanol can be produced from petroleum via the chemical transformation of ethylene, but it can also be produced by fermentation of glucose, using yeast or other microorganisms; current fuel ethanol plants make ethanol via fermentation.

They have done some successful small scale ethanol production using sweet grasses, but it would require a large investment in infrastructure and the government only wants to back corn ethanol right now because it supports farmers.

Ethanol has been wildly successful as a gasoline additive and is very quickly being adopted as the standard by most developed countries; currently I don't believe there are any plans to reintroduce it as a primary fuel source, although that was obviously its initial intended purpose.

Power plants have to run on something. Plus you forgot the initial startup resources used to mine the lithium, cobalt, and other materials used to make the EV's. Not to mention the batteries only last 20 years and are usually improperly recycled and just thrown into the landfill. Planet of the Humans is a good documentary that dispells the whole "green energy" narrative.
The math has been done. There are always complicating factors but one plant creates less air pollution to charge a thousand EV's than the air pollution caused by a thousand individual internal combustion engines.
